Brompton Community Housing's On-site Social,
Education and Economic Development

Brompton Community Housing Development Corporation is certified by the state of Texas and several participating jurisdictions under HOME and CDBG requirements as a 501(c)(3) tax exempt, fundable Community Housing Development Organization (referred to as CHDO or CHODO). In 1996, Brompton was established to provide decent and affordable housing to low- and moderate-income families, with the community's residents serving on the Board of Directors and being significantly involved in the property's business activities. Brompton has acquired or developed 454 apartment homes in Harris and Bexar Counties, providing social, educational and economic development services at no charge to community residents. Brompton participates in government housing initiatives including CDBG and FHA / HUD 221(d)(4), 223(a)(7) and serves the community with the assistance of local jurisdictions, non-profit housing and service providers, and financial institutions.

After Brompton's formation, a number of non-profit organizations began meeting to address the financial sustainability of non-profit community development organizations. Accordingly, Brompton became a member of the Texas Association of Community Development Corporations (TACDC), which serves to "improve the lives of low- and moderate-income Texans by strengthening the capacity of community development organizations as well as generating resources and relationships that enhance and sustain the community development industry in Texas." As a Community Development Corporation with residents represented on the Board, Brompton and other member CDCs comprise a valuable asset base for the communities they serve, but always struggled to achieve sufficient capacity to meet the growing need for affordable housing and other services in Texas.

To strengthen and expand the effort by these community groups, in 1997 the state legislature passed Section 11.182 of the tax code, with the intent of providing capacity building capital for the growth and sustainment of CHDOs through a tax exemption for properties they own and operate when certain affordability and community conditions are met. In this effort, Brompton is a remarkable success story.

All apartment homes at communities owned and operated by Brompton have rents that are affordable to families and individuals earning 80% of the Area Median Income (AMI), recognized by the Department of Housing and Urban Development (HUD) as "Low" Income. More than the standard of 40% at 60% of AMI, forty-seven percent of all units owned by Brompton Community Housing have rents set at or below a level affordable to families and individuals earning 60% AMI, with 15% of those at levels affordable to residents earning just half of the AMI, the "Very Low" Income standard. Brompton set-asides greatly exceed safe harbor minimum guidelines.
